Industrial designer Michael Lambourn has an idea that might help reduce bicycle theft: integrate a dye pack, like the kinds built into some fire alarm pulls and clothing tags, that that explodes and covers the bicycle and thief in loud purple dye. From Treehugger

We in Holland have probably more bicycles than the UK and we often find back just a wheel. Thieves will work their way around these locks very fast I think. Nice idea but no cigar from Holland. The white bike system was nice as well.
Its brilliant. Things like this need bringing in to the 21st century – I have a lock that was £80 and is rather heavy – but it offers 100% refund on your bike if stolen and there’s been a fair few attempts on mine – they even “smart water” mark it and register the bike – so far so good. I think GPS units inside bikes would also be a good idea as they are so cheap to fit inside a chassis.
