I saw a documentary on these skulls some time ago, including footage of living subjects. The custom of the people was to bind the heads of babies while their skulls were still soft so that they would grow into this elongated shape, i believe it was related to their religion.

i agree with skratakh in so far as binding babies heads in order to elongate the skull. i came across it in a book on African Hair; it was a form of beautification among the Mangbetu community/tribe in Central Africa.
