i agree with skratakh in so far as binding babies heads in order to elongate the skull. i came across it in a book on African Hair; it was a form of beautification among the Mangbetu community/tribe in Central Africa.

Amanda: I watched that show the other week. There were no skulls. A blond guy sniffed a severed hand and then won several games of poker, then someone else playing poker got arrested. All these things were connected somehow.
